Veteran Service Officer/Emergency Management Director

General Statement of Duties

Under the direction of the County Commission, is responsible for performing professional administrative and managerial duties to insure informing and securing veteran benefits and the development and maintenance of an Emergency Management Program for the County.

Typical Duties and Responsibilities

Assist veterans and their families in filing claims for various benefits and services to include medical, education, disability, burial, housing, mental health and drug and alcohol treatment/counseling, job training and nursing facilities and services.
Compile information and inform veterans and their families of available benefits and programs
Assist Veteran’s with monthly, quarterly and yearly reports according to VA.
Maintain professional and confidential cases files on individuals seeking and receiving assistance.
Develop local emergency plans consistent with the State plan and program for all units of government in the County and update the plans on a regular basis
Assist schools, medical faculties and industries in the development and review of such emergency plans.
Develop and maintain County-wide communication and warning system.
Develop and maintain a hazardous materials program.
Serve as Coordinator of the Local Emergency Planning Committee as formed in compliance with SARA Title III.
Provide information and assistance to all governments and individuals in the County on emergency responsibilities and capabilities.
Provide disaster training for all local agencies. Provide training for County sever weather spotters.
Develop and maintain an Emergency Operations Center for use during an emergency.
Apply for financial assistance relative to administration, emergency operations, communications and warning systems.
Head up the spring/summer and winter storm campaigns. This includes ordering and maintaining the materials needed from FEMA>
Project budgetary needs for Hazardous Materials, Search and Rescue and Emergency Management.
Develop a volunteer force of personnel to assist during times of emergency.
Oversee and coordinate the Search and Rescue team for Beadle County
Provide assistance to Hazardous Material Coordinator.
Prepare office reports to include daily, monthly, quarterly and yearly. Prepare monthly expense vouchers.
Attend training sessions, conferences and meetings as required by State and County.
Perform duties in a manner consistent with safe practices and policies.
Perform other such duties and functions as deemed necessary.

Minimum Qualifications

Experience and Education:

High School Diploma or G.E.D. Certification. Bachelor of Science degree in Administration or related fields preferred.
Two (2) years experience with private, County, State, and Federal assistance programs, or an equivalent of education and experience may be acceptable.
A Veteran as defined under SDCL 33-16-27 and 33-17-1. (Must provide proof with NGB22 or DD214)
Knowledge of Veteran’s programs and local, State and Federal Welfare programs.

Understanding of SARA Title III, RCRA Act, Clean Air Act, 40 CFR 302-355-372, 29 CFR 1910.120, etc.

Understanding of hazardous materials-controls and disposal.
Ability to demonstrate good communication skills.
Ability to maintain a professional relationship with the general public and other employees.
Ability to demonstrate good organizational skills.

Job Objective:

Employees maintain the Beadle County Highway System by removing snow, repairing roads (gravel and oil), bridges, repairing and replacing signs to ensure the safety of the traveling public.
Employees operate a variety of trucks and equipment and perform all types of related construction and maintenance work as necessary.
This position reports to the Highway Department Foreman and to the Highway Superintendent.
Employee’s work will be checked by the Foreman, as well as the Highway Superintendent.

REPORTS TO: CUSTODIAN AT ASSIGNED HOURS & COUNTY COMMISSIONER IN CHARGE OF COUNTY BUILDINGS

QUALIFICATIONS

Similar work experience is desirable.
Be in good health and be physically able to perform duties.
Be knowledgeable about electrical, heating and plumbing systems.

DUTIES TO INCLUDE BUT NOT LIMITED TO:

Sweep, mop, vacuum designated areas daily.
Clean, sanitize and replenish restrooms daily.
Empty trash and garbage containers daily.
Clean windows as needed.
Assist in snow removal and lawn care.
Preventative maintenance to include painting, plumbing, heating and cooling, electrical & other related activities.
Any other duties that are deemed necessary by Commissioners.
